Florida treats laser and light-based hair removal as electrology when performed by a properly trained licensed electrologist. In Florida, laser and light-based hair removal falls within electrology when performed by a properly trained licensed electrologist. A consumer should verify more than a business name: the treating person’s active license and modality training, the electrology facility license or applicable exemption, written protocols, required physician supervision and examination, and the exact device used. 123

Other licensed health professionals may have authority under their own practice acts, so the electrology pathway is not the only possible lawful arrangement. The practical check is to ask which license and rule the actual operator at this address relies on, then verify that record and the supervision structure.

The Florida Department of Health licenses electrologists and electrology facilities. Its FAQ states that laser or light-based hair removal may be performed by electrologists who meet the additional training requirements, and it describes facility, physician-supervision, written-protocol, and examination conditions. 12

Do not assume a cosmetology or esthetics credential is the same as an electrologist license. Do not assume a training certificate alone authorizes use of a medical laser. Ask the operator to name the license type and number under which the service is performed.

What “properly trained electrologist” means

Florida’s rule materials specify additional education for laser and light-based hair removal, beyond the foundation required for electrology licensure. The official FAQ and rule document should be checked for the current hour, modality, instructor, and documentation requirements rather than relying on a clinic’s shorthand. 23

Training is also device-specific in practice. A certificate for one laser family does not establish competence with every wavelength, intense pulsed light platform, cooling system, skin-tone range, or software update. Ask whether the operator has documented education from the device manufacturer or a qualified training program for the exact platform and handpiece.

Useful experience questions include:

  • Which wavelengths or light systems does the operator use?
  • How were Fitzpatrick skin type, recent tanning, hair color, and treatment area incorporated into settings?
  • How many supervised treatments were completed with this model?
  • Who evaluates test spots and delayed pigment changes?
  • What is the clinic’s process for burns, blistering, eye symptoms, paradoxical hair growth, or persistent pigment change?

A confident answer should explain selection and response, not promise a burn-free or permanent result.

The facility record follows the address

Florida regulates electrology facilities separately from individual practitioners. Verify the treatment address in the state’s official portal. A license displayed for a different suite, closed location, or practitioner does not establish the current room’s status. The Department’s FAQ describes circumstances in which a facility license is required and limited exemptions; ask the business to identify which applies. 2

This matters for pop-ups, mobile services, rented rooms, and businesses operating inside salons or wellness studios. A licensed operator moving equipment does not necessarily carry a facility license to the new address. If the provider claims an exemption, ask for the license type and rule supporting it rather than inferring one.

Facility verification is not a quality rating. It is evidence that the regulated address is in the system. Also inspect hygiene, controlled access, ventilation if applicable, emergency equipment, eyewear, maintenance records, and a private clinical history process.

Supervision is more than a physician’s name on a website

Florida’s electrology FAQ describes direct supervision for laser or light-based hair removal and says the supervising physician may be available in person or by telehealth within the stated geographic limit. It also describes written protocols and an initial examination by the physician. 2 Read the current wording on the official page because supervision standards can change.

Ask how this works operationally:

A supervising physician’s name is not the workflow. Use the medical-director guide to test claims about availability, orders, and responsibility, then request the actual laser-hair-removal supervision arrangement.

The consultation should determine device fit

Laser and intense pulsed light systems target pigment, so skin melanin, hair pigment, wavelength, fluence, pulse duration, spot size, cooling, recent sun or tanning exposure, and operator technique affect the risk-benefit balance. AAD recommends providing medical history, medications, tendency to scar, recent tanning, and prior hair-removal information and notes that burns, scars, and permanent skin-color changes are possible when the procedure is performed without appropriate experience. 45

Ask the clinic to identify the device—not merely “medical-grade laser.” Intense pulsed light is not a laser, even though both can be used for hair reduction. Some platforms combine wavelengths or use interchangeable handpieces. The meaningful record includes manufacturer, model, handpiece, wavelength or light range, maintenance status, and the operator’s training.

A test spot can show an immediate response under one set of conditions, but it cannot guarantee no delayed injury or future reaction. The clinic should give written sun-avoidance, skin-care, and symptom instructions and a contact for delayed changes.

The word light-based matters: Florida’s official electrology materials address laser and light-based hair removal together. A clinic cannot avoid the operator, facility, training, and supervision questions merely by calling its platform IPL instead of laser. 23

“Permanent” needs a precise endpoint

Hair grows in cycles, and a single session does not treat every follicle at the same stage. AAD describes a series of treatments and possible maintenance; response differs with hair color, skin tone, body area, hormones, device, settings, and adherence. 5 Ask whether the clinic promises permanent reduction, long-term reduction, or removal, and what its own package terms do when growth persists.

Fine, light, gray, white, or red hair may respond differently because common systems depend on pigment. Hormonal changes or underlying conditions can influence new growth. A provider should not turn a biological limitation into an automatic package upsell without first defining what its device can target.

  6. 6. Normalize the plan Compare area boundaries, session count, interval, package expiration, maintenance, missed visits, and treatment of nonresponsive hair.
