  1. Start with accepted public snapshots that are discoverable, indexable, and sitemap eligible.
  2. Count provider, service, fact, credential, and source fields exactly as published.
  3. Deduplicate source records by public URL and accepted content hash.
  4. Use the latest accepted snapshot date as the stable reporting date.
