Permanent-makeup ink and FDA approval: verify pigment, contamination, and lot

FDA does not approve finished tattoo or permanent-makeup inks before sale as cosmetic products. Their pigments are color additives subject to premarket approval, yet FDA says none is approved for injection into skin. That does not prove every ink is contaminated; verify the exact product and lot.

FDA does not approve finished tattoo or permanent-makeup inks before sale as cosmetics. Their pigments are color additives subject to premarket approval, and none is approved for injection into skin. Using an unapproved color additive makes tattoo ink adulterated under federal law, but does not prove contamination. Verify the exact manufacturer, product, shade, lot, expiration, sealed container, diluent, current alerts, sterile handling, client record, and response plan.123

In Florida, microblading and other pigment-depositing permanent cosmetics are regulated as tattooing, but an artist or establishment record does not approve the pigment.4 Federal product oversight and state service oversight are separate.

Trace the finished ink before the skin is opened

Ask the artist to show each sealed container and single-use cup before setup. Photograph or record the label without relying on a handwritten shade name.

If colors are blended, record every component and approximate proportion. If pigment is decanted, pre-mixed, privately labeled, or supplied in a kit, identify the original manufacturer and lot chain.

FDA guidance is not FDA approval

FDA’s 2024 final guidance describes recommendations for tattoo-ink manufacturers and distributors to prevent microbial contamination.1 Guidance communicates the agency’s current thinking; it does not turn compliant-looking packaging, an establishment registration, a certificate of analysis, or a “sterile” claim into FDA approval of the finished ink.

Tattoo and permanent-makeup inks are cosmetics, while the pigments used in them are color additives subject to premarket approval. FDA states that no color additive is approved for injection into the skin and that use of an unapproved color additive makes the ink adulterated under federal law.3 Avoid simplifying that into “FDA banned all tattoo ink” or treating a product’s sale as evidence of an approved injected pigment.

Ask a seller who claims FDA compliance to identify the exact requirement, product, lot, test, laboratory, date, and issuing record. A certificate should match the finished lot—not just a raw pigment or a different batch.

Read alerts at lot level

FDA alerts and recalls can identify particular manufacturers, products, colors, lots, findings, and dates. A May 2025 alert, for example, advised consumers, artists, and retailers to avoid specified Sacred Tattoo Ink products after microbial contamination was found in samples.2 That record does not establish that every lot from every brand is contaminated.

For any notice:

  • match manufacturer and product exactly;
  • compare shade, size, lot, UPC or other identifier;
  • read the original posting and later updates;
  • determine whether it is an advisory, recall, warning letter, or another action;
  • ask whether the artist has the affected stock and how it was quarantined; and
  • preserve the client’s lot record if exposure may have occurred.

Sterile technique includes more than the ink bottle

Ask about single-use needles or cartridges, disposable pigment cups, hand hygiene, gloves, skin preparation, barrier controls, cleaning, sharps, biomedical waste, and cross-contamination between pigment containers and the work area. A sealed bottle can be contaminated during manufacture; a clean product can be contaminated during handling.

Multi-use containers create additional opportunities for cross-contamination. Ask whether the nozzle touches gloves, cups, or surfaces; how opened bottles are dated and stored; and whether leftover pigment in a client cup is discarded.

Build an adverse-event route in advance

Expected short-term healing instructions should be written and specific to the procedure. The plan should also distinguish a possible infection, allergic reaction, granuloma, scarring, unexpected color change, or another problem; identify who examines it; preserve product and lot records; and explain medical referral and FDA reporting routes.3

Do not rely on the artist to diagnose a spreading rash, fever, drainage, severe pain, eye symptom, or other concerning change. The intake and aftercare should identify when direct medical or urgent evaluation is appropriate.

  1. Verify the service records. Match the Florida tattoo artist and establishment to the exact address and procedure date.
  2. Trace every pigment. Record manufacturer, product, shade, lot, expiration, source, container, diluent, and mixture.
  3. Check current federal records. Search FDA alerts, recalls, warning letters, and updates using the exact identifiers.
  4. Observe the sterile chain. Confirm sealed single-use supplies, pigment cups, barrier controls, safe dispensing, sharps, and waste practices.
  5. Preserve the response packet. Keep consent, procedure and lot record, photos, aftercare, artist contact, symptom route, and reporting information.

The decisive pre-procedure question is: “What exact finished inks, shades, lots, containers, and diluents will enter my skin, and how will you trace, quarantine, document, and respond if one is contaminated or recalled?”
